Quick answer
ISO 19011 provides guidelines for auditing management systems. It helps organizations plan audit programmes, conduct audits, evaluate auditor competence, and report findings in a consistent, evidence-based way.
It is not a requirements standard that organizations get certified against. You do not receive an “ISO 19011 certificate” for your company the way you might for ISO 9001 or ISO 45001. Beyond Carbon uses these guidelines when supporting first-party and second-party audits and when preparing clients for third-party certification audits conducted by independent certification bodies.
Current edition
ISO 19011:2018 is the published guidelines document for auditing management systems. ISO 19011:2018 provides guidelines for auditing management systems (not a requirements/certification standard for organizations). Confirm amendments on iso.org before citing edition-specific claims.

What ISO 19011 is — and is not
ISO 19011 is guidance for people who manage and perform audits of management systems (quality, environment, OH&S, information security, and others). It covers principles, managing an audit programme, conducting an audit, and competence of auditors.
It is not:
- A certifiable organizational requirements standard (unlike ISO 9001, ISO 14001, ISO 45001, ISO/IEC 27001)
- A substitute for certification-body rules or accreditation requirements
- A product or service specification
- Permission for a consultant to issue ISO certificates
| Topic | ISO 19011 | Requirements standards (e.g. ISO 9001) |
|---|---|---|
| Nature | Guidelines for auditing | Requirements for a management system |
| Org certification against it? | No | Yes, via an independent CB when pursued |
| Primary users | Audit programme managers, auditors, auditees | Organizations implementing an MS |
| Beyond Carbon role | Apply guidance in audit support | Help implement & prepare; CB certifies |
Auditing principles
Effective management-system audits rest on integrity, fair presentation, due professional care, confidentiality, independence, and an evidence-based, risk-based approach. Findings should be factual, criterion-referenced, and free of personal bias.
In practice that means auditors verify what is claimed against defined criteria (the standard plus the organization’s own documented information), sample thoughtfully where risk is highest, and communicate limitations of the sample. Beyond Carbon coaches teams to apply these principles without treating guidance text as mandatory certification clauses.
Managing the audit programme
An audit programme is more than a calendar of visits. It defines objectives, scope coverage across processes and sites, frequency based on risk and prior performance, resource needs, and how results feed management review and improvement.
| Programme | Typical focus |
|---|---|
| Internal (first-party) | Coverage of MS processes before CB audits; improvement for leadership |
| Supplier/contractor (second-party) | Contractual or approved-vendor criteria |
| Certification (third-party) | CB programme: Stage 1/2, surveillance, recertification |
Beyond Carbon helps design and execute first- and second-party programmes. Third-party programmes belong to the certification body you select.
Planning an individual audit
Each audit needs clear objectives, criteria, and scope; a feasible schedule; competent auditors who are independent of the work audited; and logistics that match how the organization actually operates — including multi-site, shift, and project environments common in Saudi Arabia.
Planning should identify high-risk processes, interfaces (contractors, shared services), and documented information to sample. Opening meetings align expectations; closing meetings present findings without turning the session into negotiation theatre.
Evidence and sampling
Audit evidence is verifiable information — records, observations, interviews, and demonstrations — related to the audit criteria. Auditors sample; they rarely see everything. Sampling should be risk-based and transparent about what was and was not covered.
Weak evidence habits include accepting verbal assurance without records, reviewing only head-office binders while ignoring sites, or sampling only “show” processes. Strong programmes walk the process path from trigger to output and reconcile what people say with what records show.
Findings: nonconformities and opportunities
Findings should state the criterion, the evidence, and the gap. Separate nonconformities from observations and opportunities for improvement so corrective action stays proportionate.
| Finding type | Typical use |
|---|---|
| Nonconformity | Failure to fulfil a requirement — needs correction and corrective action |
| Observation / OFI | Weakness or improvement idea without proving nonconformity |
| Positive finding | Strength worth retaining (optional, if your method includes it) |
Vague findings (“culture needs improvement”) waste management time. Criterion-linked findings drive usable corrective action.
Auditor competence
Competence combines knowledge of audit principles and methods, the management system standard(s) being audited, and the sector or process context. Impartiality matters: auditors should not audit their own work.
Organizations should define competence criteria, train or contract accordingly, and review performance. Beyond Carbon can supply competent external auditors for internal or supplier audits when independence or capacity is constrained — still first- or second-party work, not CB certification.
Reporting and follow-up
Audit reports should be accurate, concise, and timely, with clear findings and distribution rules that respect confidentiality. Follow-up verifies that corrections and corrective actions address root causes and are effective — not only that forms were filled.
Link audit outputs to management review so leadership sees systemic patterns, not only isolated tickets. See also our internal audit and corrective action support pages.
Saudi operating context
Many Saudi organizations run bilingual workforces, temporary project sites, and layered subcontracting. Audit programmes that only sample Riyadh or Jubail head offices miss where work and risk actually sit.
Use ISO 19011 guidance to justify sampling of active projects, plants, and critical contractors. Do not invent legal mandates from marketing language — treat contracts, client HSE requirements, and applicable regulations as separate obligation sources.
Consultancy vs certification
Beyond Carbon provides ISO consultancy, implementation support, documentation assistance, and audit preparation support. Independent certification bodies issue certificates after successful certification audits. Beyond Carbon does not present itself as a certification body or accreditation body.

الأسئلة الشائعة
No. ISO 19011 is guidelines for auditing management systems, not a requirements standard for organizational certification. Certificates for management systems are issued against standards such as ISO 9001 by independent certification bodies.
No. Beyond Carbon provides consultancy and audit support. Certification bodies conduct third-party audits and issue certificates. We do not act as a CB or accreditation body.
Internal audits are first-party audits. ISO 19011 provides widely used guidance for planning programmes, conducting audits, and reporting. Your MS standard (e.g. ISO 9001) requires internal audits; 19011 helps you do them well.
It is guidance. Certification bodies and accreditation rules may reference auditing practices separately. Use the purchased standard and your CB’s expectations for binding requirements.
Use the currently published edition noted on this page (ISO 19011:2018) and confirm any amendments on iso.org before citing edition-specific claims.
Independence is a core principle. Auditors should not audit their own work. Reassign coverage or use external support when needed.
Yes — the guidance supports second-party audits against agreed criteria. Align criteria to contracts and risk, not only to a generic ISO checklist.
Independent certification bodies. Beyond Carbon prepares organizations and can support internal/supplier audits; we do not perform certification audits or decide conformity for certificates.
Objectives, scope, criteria, dates, auditors, summary of evidence approach, findings with criteria and evidence, and any limitations of the sample — in a format controlled by your document system.
Frequency should reflect risk, change, and prior performance. Many programmes audit critical processes at least annually and higher-risk areas more often — justify the schedule in the programme.
Yes, if auditors are competent for each discipline sampled and the plan covers discipline-specific criteria. Integration should not dilute OH&S or environmental sampling.
Into corrective action with owners and due dates, then to management review for systemic decisions. Verify effectiveness, not only closure dates.
We can support auditor awareness and programme coaching as consultancy/training. That is separate from CB auditor qualification schemes run by training providers or CBs.
Internal audit support, third-party preparation, mock audit, consultant vs certification body, and the ISO 9001 / ISO 45001 pillars if those are your audit criteria.
